The Green Berets in Vietnam served under Kennedy. He asked the SF's to wear their green berets and they were then refered to as The Green Berets. Symbolic as the move was it unified the Army SpecOps into a proud cohesive identifiable unit.

You're refering to the Army Special Forces, which is basically the same thing minus the signature green beret. Kennedy instilled pride and individuality in the SF's by declaring that they should proudly wear their Green Berets. It served to upgrade the morale, status and self-esteen of those in the SF's, though admittedly it was mainly symbolic.

Bush has decimated our special forces by over-using them. They have been spread so thing and so overworked since 2002 that they are nowhere near as effective now as they were during Vietnam. They need a break, R+R, reinforcements, re-equipping, etc. But I guess you can say that about our entire military and Guard.
