The expression of genes is a trait of their organisation, and their organisation is a matter of inheritence.

There are environmental factors that can come into play, for example the position of the planting of the placenta in the uterus is most likely random, but can have an effect on the development of the fetus. A fortuitous placement is not passed on to later generations.
