Wall Street doesn't like Ballmer's rhetoric, but I think it is a smart long-term strategy for MSFT....I don't think they should be over penalized for having a lot of cash on hand...they have returned a ton of it to shareholders over the past few years....some additional share repurchases are warranted here I think but having that cash stockpile on hand gives them a lot of options....
