That's not really what they mean- at least not in education. They are talking about excluding (in an educational setting) other ideas about time- especially other ideas families might have. They are not talking about college level people, or business people, making their college level or business plans. Obviously if you wanted to cater to the Indian community you would take their sensibilities in to account, but there is no need to do that if they are not your client. If you embrace (as I do) the notion that the education system is a service system, and that the needs and desires of the client are important, then their perceptions as to racism become important- and you would not be able to define their ideas of racism, only they would. You would only be able to define your own ideas of racism for you.

I imagine there are people looking for cultural racism outside of the educational sphere- but I don't happen to have met any of those people since Berkeley in the 80's.
