OK, He said Neocons not Republicans. I realize that most people see that as synonymous these days but it isn't. Neoconism is an ideology not a party. When it was developed, it was loosely connected to some 'liberal turned conservative' social change strategies. Now it has just become an anti-political label that is rapidly losing its relevance.

For the record I suspect he meant the comment to be a slam on Republicans but I'm trying to give him the benefit of the doubt and to be fair minded.
