'm from coastal New England at the east end of Long
Island Sound .. We have a very strong local current
and diurnal tides ie Two high and two low tides
per 24 hours .. This current flows between Fisher's
Island and coastal Ct at rates in excess of 5 knots
in both directions for several hours everyday ..
It's called the "Race" due to the fast flow rate ..

Ditto the East River between Manhattan and Queens and tides have an advantage over wind -- they are entirely predictable as to time and speed.
