I heard that also, on Bret Hume's coverage-- NYC has received 19% for the past two years, but was reduced to 18% this year which ends up being quite a bit less because overall budget had been cut significantly. However, NYC is still receiving the highest amount in the country by a large margin (124 m. sticks in my head). DC was fifth. LA was second and received about half as much (if memory serve- which it often doesn't these days). Chicago was in the top 5. The discussion centered on the many factors that went into the allotment decision, including the management of the previous funding. All made sense to me at the time.
