I think investors and analysts are smart enough to interpret one-time charges stemming from layoffs in the appropriate way.

OK, provided they are not also smart enough to interpret the need for the layoffs in the first place. If they are, perhaps Intel management might indeed find itself guilty of a "fireable offense".
