The "explanation" is that there are certain stocks which are deemed by the "higher ups" as either having high risk or have something "out there". It is not a public list so you would'nt be able to tell which are/aren't. Of course they would be happy to do the trade at discounted pricing over the phone - blah, blah, bleh. I don't know to much of a bother for me. I hate phone trading... jf...
