Efforts could be made to make ID cards visibly harder to forge and information could also be encoded that could be verified by an electronic reader, but I think it would also be very helpful if possession of forged documents had the same penalties as counterfeiting money and the treasury department would probably be a good agency to act as enforcer because the INS has proved to be almost worthless.
