EETimes quoted incorrectly. Read the original INQ story here: theinquirer.net

INTEL PC processor sales fell 52% YOY in April. Later on it says: The firm said in a note to its clients that Intel processor prices fell 40 per cent year on year in April, with volumes dropping by 21 per cent.

0.60 * 0.79 = 0.474 == 52% drop in Intel CPU revenue in April.

The key factoid is that Intel's VOLUME DROPPED by 21%.

This corresponds to a massive loss of market share by Intel despite the ridiculous prices. No way did PC sales drop by anywhere near 21%. Therefore, AMD must have picked up a huge chunk of volume. And there is no evidence anywhere of any unusual price drops in AMD chips.

EDIT - here's the link to the EETimes article eetimes.com
