I don't know either, but it's the judicial activism that would worry me. In the early 1980's I bought a house in Brentwood for $400k. A realtor friend from the old neighborhood tells me it's worth $2,750,000 now. If they broke prop 13 and then re-applied it with the new valuation my bill would have escalated from $4k to $27.5k plus any local add ons. Many retired folks would have to sell in distress and flee the state. I'm happy that I left last year. What a mess.
