I agree, it's a difficult balance but part of the rationale for state funded education and some basic healthcare. Everyone is going to have their optimal point in this tradeoff - just because you can't solve the problem completely (at least without causing plenty of others) -doesn't mean the optimal level of state intervention here is zero.
