re: Competency can be applied to any ideological idea. It isn't something that directly opposes ideology. Its a separate issue. Every major ideology has or has had competent and incompetent supporters and leaders. Competency is pragmatic, not ideological. Ideology, by definition, places a prejudice on the making the most the most effective decision. It would be nice to have a functionally effective government, eh?
