Bush-Delay slashed levee maintenance funding in 2003 to send the money and personnel to Iraq. Bush was AWOL on Katrina, which is why the rightwing tries to demonize Nagin. In reality though, Nagin is very friendly with Republicans.

Even days after Katrina struck, Bush and the federal government had done next to nothing, except for the Coast Guard. This was clearly seen on Joe Scarborough's show.

Apparently Bush-Delay gutted FEMA as well. In any case, the help was over in Iraq and Bush remained on vacation making dishonest speeches (falsely comparing himself to FDR and Iraq to Nazi Germany) while hundreds of people were dying. When Bush finally showed up for photo ops he praised "Brownie" for doing a great job. The crisis continued despite Bush's phony promises. Bush never apologized or took responsibility.

Many months after Katrina and Rita, entire towns remain garbage heaps with little or no FEMA assistance whatsoever. And I'm talking about towns in Texas and Mississippi as well. This isn't just about New Orleans or Louisiana. Also tens of thousands of mobile homes remain un-used and sinking into the mud in Arkansas. Truckers report FEMA had them circling around the heartland of America carrying relief supplies, but not delivering them to the Gulf Coast. There was all kinds of fraud and abuse. It was just a total nightmare, and only a small portion of that can even begin to be blamed on Nagin.
