The GOP spent 5 million bucks on the San Diego race, in one of their safest districts in the west, and only won by 4%. Cunningham had won by 25% last time. The 5 million represents 20% of the GOP's entire reserve for the November races. Plus there will a re-match of the same two five months from now.

I would say the democrats won that one.
