The BOJ hasn't necessarily wavered. Abe's a politician. What he says has no bearing on what the BOJ will do. The politicians have long been pressuring the BOJ to proceed slowly with normalizing policy. One guy threatened to amend the BOJ Law to curtail the BOJ's independence if the BOJ didn't comply with the LDP's wishes. That said, the consensus is that the BOJ will not hike on June 15. BOJ governor Fukui has said they plan to pause once they finish draining excess liquidity, before discontinuing ZIRP.
