Never said it did. But my point was that Ho claimed justification for launching his attack upon the South was due to the canceling of elections. But, in fact, he and his cronies never planned on holding elections except as a means of gaining some facade of credibility.

It's the similiar scenario as with Hamas.

My additional point was that Ho was more than willing to violate the neutrality of neighboring countries in order to outflank the South and force them to defend their entire border, comfortable in the knowledge that the US would never engage in the same strategy (via amphibious invasion, for example). Had we kept this option on the table, then a large majority of the NVA would have had to remain in the North, defending the coasts

In other words, we fought the war with one hand tied behind our backs because we feared provoking a intervention from China.
