Rove runs the smear campaigns for Bush. Bush works on a higher level. Bush says things like "Democrats don't care about national defence". And then Rove has his dirty tricksters run smear campaigns in much uglier ways, particularly attacking war hero opponents, those who make GW Bush look like a coward.

Also, one part of a "successful" smear campaign is that the attacker (Bush in this case) must be able to deny he has anything to do with it (who me?). So surrogates run it for him. Rove has always used smear campaigns and other dirty tricks in every campaign he's ever run.

In the case of the smearvets, the same behind the scenes operators were used as the smear campaign against McCain. O'Neill and corsi were just the frontmen. Neithe one of them ever served with Kerry nor even met him in Nam. Then they used Perry Homes (Delay) money to gather "witnesses", though some may have been willing to lie for free. Larry Thurlow however, admitted on TV he had received a home from Perry Homes. And in 2005, Joe Conason reported the Delay Foundation had given Perry Homes a 26 million dollar construction contract. So follow the money. Delay and Rove are pals, and they were the real bosses, but even they had to stay at arm's length. But make no mistake Bush himself approved of the scheme and could have stopped it at any time.
