What I was trying to say is that during ramp up of a fab, not all the equipment has been acquired and installed. A typical fab has multiple parallel lines of production, and while the first line is ramping to full production, a second one is undergoing adjustments, a third is being built, while others may be at the infrastructure set up stage. I'm probably oversimplifying, but more or less... Once a fab reaches full ramp-up, slowing it down to 50% is a lot more expensive than the same fab when it was ramping up through 50%.
