That is generally what brokers with BUY ratings do. (talk it up)
Brokers with SELL ratings talk the stock down.

AMD          12           8             42.10     26.75   -36%
INTEL        22           3             26.47     17.16   -35%
(wish I could have found some January ratings)

You are definitely wrong on that last point -- these guys have job security!
