Bush has been in charge for a long-long time and zero action on illegal immigration. Certainly after 9-11 he would have thought of securing our borders (not to mention our ports, chemical plants, etc.) but no. He had more important things to do, like making sure all the Saudis got out of the US fast before the FBi could interrogate them. Bush has his priorities, and your concerns are not amongst them.
