Ethanol does not get better gas mileage in modern cars. The increased oxygen in the exhaust drives the fuel control to richen the mixture. Any car built in the last 20 years has a feedback system with an oxygen sensor just before the catalytic converter. The feedback system adjusts the air-fuel mixture to have a little bit of oxygen in the exhaust, this oxygen burns the CO (and unburned HC) in the catalytic converter.

Yes, I understand that the octane of ethanol is very high allowing high compression engines.

Ethanol is, yet another, massive government transfer of money to the farmers. It has no benefit for the nation as a whole.
