<we can't seem to hire new people because the job market is too hot> A large percentage of the people on this thread are wedded to the idea that the economy is in fact extremely fragile with weak employment income and unemployment being serious concerns. They think that changes in the prospects for real estate are going to trigger a global depression. When you speak of the hot job market and municipalities with cash to put into new infrastructure, etc., it is only natural for them to turn that into more evidence of impending doom.
