I expect there may be some very targeted, very specific restrictions that effect a small number of people.

Maybe based on combinations like -

Explosives research and students from the Middle East.

Radar research and Russians / Ukranians.

Internet Financial security and Nigerians.

The policy might even sensible.
Of course, when the GWB administration does something sensible, many people consider it an oxymoron.
