MM, excellent point. What came to my mind immediately was the was the way the DEA worked for a while (and, for all I know, still does).

Drug confiscations, including cars, boats, homes, airplanes, etc. are frequently sold at auction. At one time, a DEA agent would be graded on the value of the items he confiscated. Proceeds from the auction go to the agency's budget, and a percentage would be "awarded" to the collecting agent in the form of a Superior Performance Award.

Conflict of interest maybe? Seems to me it would be similar to allowing soldiers to pillage and loot.
