I don't think that is the entire reason.......although a good one. I have said, and still think, an agreement that consolidates security forces is building amongst the nations of NA. Mexico, Canada and the U.S. could have reached a behind the scenes agreement to create a security shield covering the entire continent. If a common agreement on the Ballistic Missile Defense initiative can be reached with Canada and an agreement is reached with Mexico on defending their southern and coastal borders, the three nations could easily and effectively guard the entire continent.

A win win for everyone involved!

Actually.........and eventually.........consolidating governments wouldn't hurt either, but that's for a different century.

Besides......who do the unions think would build new hwy's and improve the rest?
