Rove is guilty of multiple felonies and you know it.
He is guilty of all kinds of election fraud, and also clearly leaked Plame's name to the press, then lied about it.

So why would a smart guy like Fitzgerald let him off the hook?
Well, same reason guilty parties are often let off. Look at the possibilities.

Number one, The sealed indictment is not against Rove but someone else in the WH who is going to take the sword for Rove because Bush sees Rove as too valuable to let fall and they are giving Fitzgerald a sacrificial lamb.

Number two, Fitzgerald knows the real culprit is Cheney and is going after him. (he has to be going after someone, you know) Cheney has already declared executive privilege to leak anything he wants and be above all such laws so they could be planning to let him "retire early" then try to get away with it. Cheney could then be replaced which would help the GOP politically.

Number three, Fitzgerald was "gotten to" somehow. Because we can clearly see that Rove outed the CIA agent, then lied about it. So why isn't he being charged? Somehow though I doubt Fitzgerald could be corrupted. You never know though. Look how this White House works, like a mafia, spying on anyone without warrants. Maybe they've blackmailed the prosecutor.

Whatever the case, Rove is guilty, got away by the skin of his teeth this time but will be facing more serious charges again in the future. He is the single biggest political criminal out there, along with Cheney and Tom Delay who is already indicted. And of course Bush is responsible for all of this.
