If you will grant me a little license to exaggerate: Lets try an intellectual exercise; We have two competing states they are identical in every respect except taxation.

Taxachusettes allows every citizen to earn $30,000 tax free and taxes 50% up to $150,000 and then taxes 90% of the excess.
Dakotahaven has zero state taxation of income.

Of course there is one other difference, state one has better benefits for welfare queens.

Two out of three productive workers want to live in Dakotahaven. Nine out of ten welfare queens want to live in Taxachusettes. Which has a higher long term growth rate? The other welfare queen is too lazy to learn that she should move.

That would have to be a Constitutional Amendment to have any binding legal effect. Many on this subject would work with you in your efforts to get this passed. I support the concept of a meaningful Balanced Budget Amendment.
