Rove is guilty. Rove has not been cleared of anything.
He is clearly guilty of talking to the press about Plame and then lying about it to the investigators. Why do you think he's come so close to being indicted?

Rove not being indicted (yet) has nothing to do with clearing him. Those are very different things. Besides, you have no idea what kind of deal Rove might have cut. Or whose name is on the sealed indictment. Or who Fitzgerald is working hard going after. Or who the 2nd Grand Jury bwas called to investigate. All signs point to Cheney as the big fish, Rove being the smaller fish.

Remember Watergate and Iran-Contra. Not every perp was indicted. Some cut deals and others barely got off on technicalities or because there were bigger fish to fry.
I admit though, Rove is catching a breather here, at least temporarily.
