Sounds like you are abandoning the argument that am ultra high estate tax rate will 'wipe out' the ultra rich....

"The people that get hurt are the SLIGHTLY RICH who have enough to be comfortable but not enough to set up and administer the various trusts necessary to escape the tax."

Sounds like an excellent reason to have a high 'floor' under the estate tax --- say $5 million or $10 million or $15 million or so... an amount that's automatically raised thereafter with CPI adjustments --- so the 'slightly rich' (as you phrase it) are not inconvenienced.
