At one dollar a gallon during that 80's it was not viable, barely is today and Reagan saved us billions by killing a program that would have pissed billions away over the last 20+ years. The solution should come from industry and be selected by the consumers - the only role for government is selecting the color of the fuel handles and easing regulations.
