Well you've gone backwards to 'is there a god' or not... unless you're suggesting a futher move back to 'what kind' of god (not creator of all, but only some). I'm coming from the assumption that if there is a god, of course all people (and everything) are part of the plan...

So I don't see that as a data point, but a given. Of course, you may see it differently.

The point is, there is no data points, hypothesis, or conclusions to make of your point if all is of god. There could be subjective views and opinions on what has been created.
