I am sure Intel lawyers explored all of the possible loopholes over the years since the last time they got caught. And I am sure they found more than one loophole.

let say that the condition to be on preferential treatment list would be a minimum monthly order of n chips. But, unfortunately, the conroe allocation could be only 5% of n.

I do not think that the valume discounts are against the law
