No it doesn't sound familiar. Troops on the border is not uncommon, any number of countries have soldiers on the border, the majority of which are not totalitarian states who kill their own citizens in vast numbers.

As for racism, I can hardly claim it doesn't exist, but it isn't at a particularly high level in the US, and it isn't the sole or even the main reason behind the idea of controlling the border.

As for "it couldn't happen here", of course it could happen, but its very unlikely, and it isn't moving in that direction to any noticeable extent.

The overblown allusions to Stalin and the Nazis weaken your argument rather then strengthen it. If you have any actual points about some of the responses to illegal immigration (including soldiers on the border) possibly being a bad idea, they get lost in this nonsense.
