To say that conservatives run government badly, which proves the failure of conservatism is a partisan assumption, IMHO. Conservatives weren't very interested in running government until the current crowd came in and started to enjoy pulling all the levers of power. Social and economic change in accordance with their views, along with a robust foreign policy, were more their priorities.

If the writer had talked about the contradiction between espousing less government and creating more and more of it, you have a fair critique of the Bush era.

But I don't think that Bush's tenure has told us much about how genuine conservatives like George Will would like to see government work. JMHO.
