Mr. Jefferson, who is accused of taking hundreds of thousands of dollars in bribes and stowing $90,000 of it in his freezer, spoke to the party caucus briefly as it convened. Caucus members, who talked to reporters outside the meeting, said Mr. Jefferson had asked them "to put themselves in my shoes."

He acknowledged that he was facing serious accusations but called the punishment "unauthorized and unnecessary."

Some members of the Congressional Black Caucus have supported Mr. Jefferson, who is black, arguing it was premature to remove him before he was found guilty of any crime.
