A few years ago we had to stop watering our grass because the supply of water available for residential use dropped over a 7 year drought period. Revenues to the provider dropped drastically as a result. So the provider had to charge much higher prices to keep the small amount of water flowing for residential use. Drop in usage drove prices higher.
