Any statements of Tom Jefferson that are not part of the Constitution or were not passed by a legislative body are NOT law. Period.

Statements that STATES are prohibited from actions DO NOT limit the federal gov't. For example, states are prohibited from conducting diplomacy (although the cities of San Francisco, Santa Cruz, and Berkeley often forget that). That power belongs solely to the federal government.

I think you'd better quit while you're behind.
