This phenomenon is behind the new trend to fundamental indexing as in the PRF ETF. Overvalued stocks tend to have larger capitalizations than undervalued stocks and therefore larger cap stocks tend to perform worse in a general size class. So an equal weighted index can perform better and better yet an index weighted by some fundamental.
