While that story is commonly told, the official reason is that they only meet every other year for a couple of months. As far as the too stupid part, there isn't any real floor to the intellect of Texas state legislators. Just look at the guy who tried to push through regulations on cheerleaders. Outside of Austin/San Antonio, Dallas/Fort Worth, Houston, Brownsville and El Paso, the only other form of entertainment is a six pack and a bug zapper. And we only get to enjoy them every two years...
