If you know that there are WMD, then you don't need any inspectors to tell you that. Inspectors are only needed if there is uncertainty.

There was uncertainty. The Iraqis claimed they were innocent lambs, everything is gone, wiped out, but the dog ate their paperwork. Nobody else - including France and Germany - believed a word of it.

I still think they shipped the incriminating stuff to Syria. They had plenty of opportunity, and it was just Saddam's style. This was a guy who buried MIGs in the desert.
