Now that's indecent. Strikes me as the wrong solution for the wrong problem. Just look at the parent/child aspect alone; not the "some parents controlling the content viewable by everyone else" part. In general, putting things off limits to kids is guaranteed to make them fascinating/desirable, etc. Better to work with the kids, explaining why the thing is a problem and what could be done about it. If some family is deeply concerned about the violence on television and less about the sex, then it's up to them to figure out ways to explain to their children just what the problem is. And vice versa.
