Torture is certainly legal, as emphasized by Bush's signing statement to the McCain Torture Bill. To heck with the Geneva Convention. The President can in the future, and has in the past tortured. All completely legal, apparently.

Congress voted for the president to use military force. They voted for that because the Bush Administration said that Saddam had WMD, Nuclear Weapons capabilities. Cheney said it was a certainty. Condi said we don't want the smoking gun to be a mushroom cloud. CIA said Iraq was not a threat. That was swept under the carpet, and intelligence from Chalabai's INC was foisted to the level of truly vetted intelligence. In short, this administration led the congress to the well and made them drink the kool-aid. They coerced congress. In real short, Bush-Cheney-Rumsfeld lied.
