How about efficient government like under Clinton and not squandering billions in relief aid to crooked contractors with no oversight? Also, they gave away vouchers ro Katrina survivors without any rules attacked to them so many people used them at strip clubs and to buy drugs. What kind of inept government was that?

Six months after Katrina hundreds of towns remain garbage dumps with no real reconstruction. It stretches all across the Gulf too, including hundreds of mainly white neighborhoods, so this isn't about New Orleans or poor blacks, though that's a huge disaster as well.

Bush is AWOL on hurricane relief except when it's right before an election. Only then does he act.
