Policy is an authoritative statement that is meant to guide action under specific conditions. We live in a dynamic world, so just like any other type of doctrine, you cannot place every possible circumstance on the thin trajectory of a policy statement. We have only the doctrinal letter of policy and the spirit of the policy to serve us under specific conditions. However, this dual perspective allows interpretive flexibility that should accommodate most circumstance that would come under the authority of such a policy. As we move forward, the dynamics of the world often dictate a need for policy revision.

"...the policy is what they actually do."

What 'THEY'? Those under the authority of a given policy, do not define the policy by their actions. Their actions are to be guided by and subsequently measured against the policy statement, as either being in or out of compliance with policy. That is the purpose served by having a policy in the first place.
