there is no way of knowing (yet), except through theory, if this is a one way (as you seem to be saying) or two way street.

The one great axiom of physics is that causes preceed effects.
In general terms, this means that events of the past or present can influence the future, but future events do not impact the past.

Once both a mutation and selection are in the past then it is possible to see if the mutation had an effect on the selection. It is not possible when the selection is still in the future.

In artificial selection, otherwise known as selective breeding, there is an intelligence (people) controlling the selection process. In the last decade or two there has also been the ability to directly affect the variation, by gene splicing or therapy or tinkering. It has therefore come to pass that the process of evolution on this planet is at times controlled by the intelligence of various people. This is a recent phenomina and of course cannot change the evolutionary events of the past.
