That would be correct when we're talking about people that mainly follow policy set by others. When we're talking about the body or person that sets policy, and they act differently than the policy statements they set forth, by their very act they are setting policy. The act becomes policy.

With Bush, the policy statement is that they are against torture. In actual fact their policy or "the way they act" is to torture.
