Paragraph 11 has nothing to do with the SEC reviewing PLNI acquistions.

11. Whether there are any current, past, pending or threatened legal proceedings or administrative actions either by or against the issuer that could have a material effect on the issuer’s business, financial condition, or operations.[...]

 The SEC is conducting an informal inquiry into Plasticon International. Plasticon International Inc. has no legal matters pending with the SEC and is voluntarily cooperating with the informal inquiry so that a resolution may be completed as soon as possible.

The SEC does not "approve" acquisitions by public companies, whether in the form of a tender offer, merger or otherwise. As such, I cannot explain the language the company conveyed in its press release.
As a company that trades on the Pink Sheets, you should be aware that Plasticon International is not required to and does not file reports with us. Accordingly, you will need to contact the company for more information.
