Looks to me as if we are talking different contexts. Cost effectiveness would apply in a fairly controllable situation: a bureaucracy strikes me as the best example.

But out in the rumble and tumble of national politics, it's more what is it possible to do and would doing it advance the cause a bit without hurting other things.
